how to hide run slui.exe and get the error text

When use CMD or Powersell run:slui.exe 0x2a 0x80070002, it will show a dialog: enter image description here

how can i get the error string value from this dialogform: code:0x80070002 description: The system can not find the file specified under VB.net.
