Failed to establish a backside connection-the bil timeout after n seconds

unable to find the root cause of the issue. The connection is getting timed out after 6000ms. But increasing it also is not helping.Can anybody please explain me whther a service is not hosted properly or something is wrong with the client requesting a service. Key points of the below logs :
