Docker does not start: system cannot find the file specified

I'm new to docker and I'm trying to install docker on my laptop but it's giving me the following error:

Unable to start: The running command stopped because the preference variable "ErrorActionPreference" or common parameter is set to Stop: 'MobyLinuxVM' failed to start.

I tried uninstalling and re-installing docker a few times now and that doesn't seem to help.

The MobyLinuxVM in the Hyper-V is Off, I tried to turn it on manually and gave me the same error.

I also made sure that the MobyLinuxVm is referring to the right path for vhdx, also made sure the path was correct in the regedit, in the DefaultExternalDataRoot(C:\Users\Public\Hyper-V\Virtual Machines\) and DefaultVirtualHardDiskPath (C:\Users\Public\Hyper-V\)

Also im on the Windows 10 Pro Version 1703 OS Build 15063.1155

Just to give you guys some background, I had installed docker before and it worked after which I uninstalled since I was not using it.

And to I uninstalled it form the control panel --> Uninstall programs (Not sure but I feel that installation left some crap on the system which doesn't allow the new version to run, just guessing)
