Setup.exe - getting error "Bad Image" 0xc0000022

We are getting an "Bad Image" error (error code : 0xc0000022) while running a product setup on users machine. We are performing a custom action using a DLL which is failing with error code 0x0000007e as per the debug logs; which is synonymous with "The specified module could not be found" as per MSDN; however the DLL file along with the other files exists in that location. We have checked the user's privileges, Anti-virus, registry for AppInst entries and few other checks which we could find on the available content on web. The user is having Windows 10 as the OS and windows updates could be an issue, but simulating the patches on users machine at our end did not replicate the issue for us. We are not able to proceed further as we do not know the exact reason for the failure as mentioned in the logs. Please let us know how to proceed to troubleshoot this further.
