SQL Configuration Manager gives The specified file is read only. [0x80071779] when change TCP/IP settings

Whenever I try to change TCP/IP Settings in SQL Configuration Manager it gives me the following message when I hit on apply The specified file is read only. [0x80071779]

I have 2 SQL Server 2014 instances installed on Windows Server 2012 R2 and I have 2 IP Address I want to change settings to only allow one IP address for each instance so I just went to SQL Configuration Manager to activate only one IP address for each instance and deactivate the 2nd IP address on each instance

Both instances are 64x Both instances are 2014

I tried changing the Service user name to Administrator but same error I tried doing restart, stop, start but same error

In registry I only find the following

Cannot find any keys for IPs to change it

both instances are installed on same drive C: the only difference is the version of the SQL Server 1st instance (without instance name I mean I can access it by providing the computername) : 12.0.2000 2nd instance with name (HOMSI) : 12.0.4100
