How to install Paho Mosquitto Broker on Server 2012 R2?

I have been running Mosquitto on my Windows 7 workstation for some time and want to migrate to a server platform (Server 2012R2). The installer for Mosquitto errors out after installing files with "the application was unable to start correctly (0x0000007b)". Thinking this might be an admin-permissions thing, I installed it as a service by hand with SC in a command prompt. Now when I start the installed service, it fails with the error "Error 1053: The service did not respond to the start request in a timely fashion"

Anyone have any success running this service on this platform?
