bitsadmin can't download from url address

I have a problem with downloading a file via bitsadmin on Windows. I want to use bitsadmin to download a GPC file (bank file) from the website of my bank. Bitsadmin is working correctly with other websites, but not with the bank website. Is it possible that the bank website recognizes that I try to download it from the CMD and stops it?

Bitsadmin displays:

"unable to complete transfer", error code 0x80190195

(but this code should doesn't exist).
