SSMS Installation error 0x80070643

I have tried installing SSMS 2017 (17.3). The installation always gets to about 35% then rolls back on SQL Server 2017 Management Studio Extensions. I have Visual Studio and SQL Server installed on D:\ . I have deleted everything inside %TEMP%, tried fixing any registry keys (which I can't even find the 130 folder). Completely wiped, and reinstalled SQL Server and SSMS.

Here is the error when the setup fails

SQL Server Management Studio: A valid destination folder for the install could not be determined.
