Recently I have downloaded a visual studio 2017 offline installer. when I tried to install visual studio from the installer I recognized that it just work when there is an internet connection. First I thought it just connects and won't download anything. but when I disabled the internet again I got the following log:

It seems visual studio installer doesn't use downloaded files. This is part of the files that have been downloaded:
If Your installer not use downloaded files, this may be due to the following reasons:
incomplete download - wrong size or crc (View file Catalog.json at installation root.);
there is newer version of file (version,crc & size look at Catalog.json).

Visual Studio 2017 has got a setup file - a bootstrap; it hasn't got an offline installer to download, for legal reasons. Microsoft can't package up the Android Installer from Google, for example, into an ISO. The user needs to download certain things themselves dynamically.
On need, there's a way to CREATE an offline installer. There's docs that walk you through it. Updated these days (28/Aug/2018), Visual Studio Docs has a set of instructions How to Create an offline installation of Visual Studio 2017.
