Remote Debugger 2015 Update 2 on Windows 7 won't install

When I tried to install Visual Studio Remote Tools Update 2 on Windows 7, I got this error:

• 0x800b010a

The machine is Windows 7 64-bit, SP1

I need to test the product on Windows 7 also, and remote debugging is required. Since we are using VS2015 U2, I must install VS 2015 Remote Tools U2
