unable to apply CVE-2019-1181 patch to server 2012 machine

We are trying to apply CVE 2019-1181 patch to the server 2012 and unable to do so. As soon as we restart the machine after the installation, the patch reverts and do not apply.

We tried manually installing the patch to the server. It got installed and asked to reboot. Once we rebooted the server, the windows update reverted and did not apply the patch to the server. It installs all the other patch except this one.

I am getting the error: server 2012 windows update failed 0x800f0922
