Trouble accessing non-domain computer folders & files from a domain computer

Using the Network node in File Explorer:

A new non-domain computer folders and files are accessible from other non-domain computers on the network. But when the same operation is attempted from domain computers, the new non-domain computer folders and files cannot be accessed even though it is visible in the File Explorer Network Node. The Error code is: 0x80070035 The network path was not found.

Oddly, if the new non-domain computer IP is entered in the File Explorer address bar of a domain computer, the non-domain computer folders and files are visible.

There are other non-domain computers that can be accessed from domain computers, but they are older versions of windows. The new non-domain computer is running the latest release of windows, ver 1903. I've already seen odd default security settings in this release, but I'm not familiar enough with it to figure this out. The domain computers are a mix of Server 2012, Server 2016, Windows 10.

Going the other way, that same new non-domain computer is able to access domain computer folders and files when the proper network credentials are supplied.

I am presuming this is a simple problem, I'm just missing something. Is this a security setting in the new windows version, or a discovery problem, or what?
