WinRM QuickConfig Unable to check the status of the firewall -2147024894 0x80070002

I have an error on my Windows Server 2012 R2 Standard Edition with a local administrator account :

When I want to enable WinRM to manage hyper-V remotly, winRM start but not the listener. When I run a "WinRM qc -force" I always get a Unable to check the status of the firewall Erro code : -2147024894 0x80070002

I already try to fully disable the firewall, add 127.0.0.1 in ip list and reboot the server without success.
