Power plan group policy preference fails (0x80070002)

I am wanting to deploy a default power plan for all devices in our environment and am getting errors deploying it to Windows 10 devices. I get the following error in the Event Viewer:

The computer 'Power Plan (At least Windows 7)' preference item in the 'Set 
power configuration (DW-CAFE-WKS) {E43E281D-F4AC-4815-976C-57BB9B7438D1}' 
Group Policy Object did not apply because it failed with error code 
'0x80070002 The system cannot find the file specified.' This error was 
suppressed.

Any idea what might be causing this issue? I have set it to be the default plan and set the action to Update as suggested here. This is on a Windows 2008 R2 domain controller.
