Setting up IIS in server 2008 to be a user that can print to a local printer

I have a internet site where that I use for invoice creation. A client can login create an invoice/workorder and then the site will print it to a local printer attached to the server for people to fill the order. This site has been in production for about 8 years. It started on a server 2000 without any issues. Upgraded to server 2003 R2 and had to create a user for IIS to be able to print. Server 2008 R2 will not print at all. I get

NO matter what I try. I have setup the printer as a shared printer with IPP, I have allowed IUSR and IIS_USRS as being able to print. I am running out of Ideas. Can anyone help?
