Cloned Windows VM unable to sysprep

I've cloned 300+ VMs from existing environment to new farm as a Production VM without an error.

Once I clone one of them from production to another farm (for a DR site), when I run the sysprep it failed with error a fatal error while trying to sysprep the machine dwRet = 31

I've tried to solve this issue by following this method.

Bu after I reboot and run sysprep /oobe /reboot /generalize again, I get new errors:

LaunchDll: Failure occured while executing 'C:\Windows\System32\inetsrv\iissyspr.dll, IIS_Generalize', returned error code -2146893818
RunExternalDlls: An error occured while running registry sysprep DLLs, halting sysprep execution. dwRet = -2146893818
WaitMain:Hit failure while processing sysprep generalize internal providers; hr = 0x80090006

I tried to restart W3SVC before running sysprep, but it doesn't do anything.
