Microsoft Outlook connection problems (error 0x80040115)

I get this error when I try to update a folder or send/receive all folders in Outlook. How can I find out what is wrong?

Outlook returns this error when it is having problems connecting to the Exchange server. It may also display a dialog box with additional information about the error.
